All Subjects of Ymir are direct descendants of Ymirs bloodline (forgive me if this is spoilery) being an Eldian can simply mean you were born/raised in Eldia, but not a Subject of Ymir - however as the above has pointed out, in this time period, yes, the two are interchangeable as the same thing.
