The entire 'rock' Phoebe was the delivery device. It got caught in Saturns gravity well and became a moon, millennia ago. The research teams on Phoebe Station found it by accident. Dresden outlined the details back in early S2.

As for the PM, Dresden already explained in previous episodes that it was found on Phoebe, which was sent to our solar system from outside. Love your reactions/reviews.
