Sunni Muslims are happy with their state of existence, what benefit will come uplifting them..why not let them be? Saffron Communists need to stop White Knight interventions like replacing madarasas with school and bringing laws to uplift muslim women or muslim lower castes. Such measures will only rub their fragile egos and erase any possibility of dialogue with hindus on terms that they are comfortable with. Given the feudalism and tendency to riot and violence in the community makes government and businesses avoid their neighborhood and leave them at their fate. Shias on average are doing better, as they have more disposable income, they vote on economic issues not cultural and are more individualistic and less radical.
