The Kekkei Barrier is why Koenma never treated Toguro as if he was some sort of world-ending threat. He acquired all of his power _inside_ the human world and there are not many demons as strong as him on that side. But in the demon world, there's Toguros running around out the ying-yang. Also, "Super A-class" was a dub line. There is no such thing. Remember when Sakyo said to the Tournament Committee that he has seen demons "the size of shopping centers" through small holes in the demon world? Yeah, those are the thugs he wanted to give a red carpet invite to the human realm.

To give some examples that we have seen. Strongest Upper E: Kuwabara at Genkai tournament. Strongest Upper D: Hiei green with eyes on him vs Yuske on first big mission. Strongest Upper C: is a tie with Suzaku leader of the saint beasts, Genkai, and Kuwabara with the special sword and the end of the tournament. Stongest upper B: Yuske after the Tournament. Currently our boys are at these levels: Yuske is the Highest B+ after tourny. Hiei is B (goes to B÷ when absorbing the dragon during the tournament) Kurama is B (goes B+ as Yoko in the tourny) Kuwabara is about a C+ to B-
