Blaming Rem is kinda weird. It's like victim blaming. She cared for Misa so Light just took advantage of that and used Rem to get rid of L. At the end of the day it's Light who wanted L gone and he'd have gotten there either way. Last resort would just be to have Misa check out L's real name again. L was kinda doomed. Because Light wanted him gone. Not because of Rem. Again: blaming Rem is literally blatant victim blaming. How many sexual predators, murderous psychopaths, narcissists etc have manipulated others for their own benefits. It's not the people who got manipulated who are to blame "for being weak". The culprites are the manipulative bastards who take advantage of others. Obviously Rem was a shinigami who wasn't supposed to have feelings for humans, but either way: protecting someone you love (even if it's unconditional love that is questionable from the pov of others) doesn't make you trash. It just makes you sentient. All that said: Rem wasn't frail/weak and being manipulated. It's more or less the opposite: she had extremely strong conviction (to protect Misa). And Light took advantage of that, knowing Rem would protect Misa, even if it cost Rem her own life. And she did. Wouldn't exactly call her weak minded for what she did. She stood by her own convictions.
