Roswaal would sacrifice everything for his goals. Subaru wants to sacrifice nothing. That's the difference between them. Roswaal knows Subaru can restart but doesn't know HOW. It's safe to assume he just thought Subaru could choose to do it whenever.

Similar to how how much Roswaal respects Echidna. Ofc the difference them two is that Subaru is generally nice and wanting to do things for everyone he considers close to him, no sacrifices. Roswaal is willing to have some sacrifices doe. The cultists worship one witch, shoulda been noticeable from the Betelgeuse arc. The cultists are unrelated to any of the other witches.
