You can just see Palpatine is just slowly grooming Anakin to become his apprentice and slowly feeding him more and more poison to slowly pull him away from the Jedi and the light. He's the devil on Anakin's shoulder

He realized how powerful and also how tortured and easily manipulated Anakin could be due to his tragic past. That's a Sith Lord's M.O. absolutely. Find the most powerful apprentice you can and turn them to your side and make them loyal so you can use them AND also avoid them becoming an adversary. However most Sith apprentices turn on their masters which is kind of the main flaw in the Sith "Power at all costs" philosophy. On top of that let's not forget Anakin just became Palpatine's "side mission" when he first encountered him as a child and felt his raw power. Palpatine's MAIN mission is a decades long slow play to take over the corrupt Galactic Senate, sow discord amongst the senators, create a false flag war while also covertly building an entire Separatist movement. Btw the non-evil Separatists are RIGHT 100%. The senate is totally corrupt and leaves many systems behind while only benefiting the wealthiest ones. Aside from Dooku, who did originally have good intentions, Palpatine and also some greedy groups like the Techo Union and Trade Federation, most Separatists are people who want to escape the corruption and side dealings of the Galactic Senate. But just like in real life the powers who have the most leverage and/or money can co-opt and spoil otherwise positive political movements.

Palpatine and Dooku did concoct this entire plan just for Sidious to test Anakin and see how strong he was and see if he was ready to join the dark side. Matter of fact, every time there is a "the Chancellor has been kidnapped/will be kidnapped" plan, it's Palpatine testing Anakin to see how strong he is and if he's ready to be a Sith apprentice. It was even said that The Box, the previous episode, Dooku already knew which bounty hunters he was picking for the mission. The Box challenge was for Dooku to weed out a Jedi in the group because he knew that one would be there.

Having him try to kidnap him would be a big blow to the Republic. But during that final fight, yes Palpatine wants Anakin to give in. We know he's wanted Anakin since he was a child. He's grooming him and he's the only "friend" Anakin has within the Republic. Here we are seeing that Anakin is already distrusting of the Jedi Council. Palpatine is turning him against the Jedi. Thats the long game with Anakin. If he had killed Dooku (he couldn't have here, he wasn't powerful enough) but that would've been good for Palpatine, because then Anakin would've killed again out of anger and hatred. But not everything Palpatine does is about Anakin. It's also setting up his Empire, so both sides of the war fall at the same time, leaving him perfectly set in charge. That fight was cool as hell though, every time Anakin has fought Dooku, he does better and better each time against him. Anakin is able to not only hold his own, but even get the physical advantage over Dooku, forcing him to use Force Lightning. Dookus Saber skulls weren't enough to beat him. That's showing just how powerful and skilled Anakin is becoming as the Clone Wars go on.
