The Peaky Blinders were a real historical Birmingham gang but not like what is portrayed in the series, What is real is the family dynamics and gambling horse racing parts. Steven Knight based the story around the stories handed down to him about his family and based the characters around his aunt and uncles and Mum who was like Finn as a child running betts to the illegal betting shop. The historical fugures are all true Sabini, Alfie, Billy Kimber. The historical stories like this one with the Russian Revolution and the British government helping out really did happen. But obviously there was no Tommmy and Grace they are fictional characters. Hope that helps
