First of all: this doesn't take place in an exact replica of modern day, though a lot of the tech and whatnot is the same. As an example of one difference: there are animal people running around. Another: slavery is a somewhat normalized, accepted part of life.
As such, the laws of our world don't fully apply here. This is apparently important to mention, as I've seen complaints around that "aaa you can't do that aa", when, in this setting, with just a pinch of nepotism, some government bribes, and a couple lobbyists, Arh is operating fully within her legal rights.
A contract was signed, after all. Slavery is a legal status, and that rule against coercion conveniently doesn't mention hypnosis.

Arh is a slave trader. She is not a moral character, as her wealth literally comes from selling people. There are rumours that some of her personal slaves are the children of powerful families that were in debt. To put it lightly, she is not well liked in some circles.
She has a reputation for turning out a certain kind of specialty slave. One which performs well sexually, yes, but also has a high competency for non-sexual services(like maid work), and will be happy in their role as a slave, overall. Her slaves have a notoriously low risk of running or acting out: this is because she typically picks out her stock from true submissives.
The BTP is more or less a 'try before you buy' scheme. There are only two kinds of slaves that are not for sale on the property: those that have been essentially sent there for training by their masters, and staff. The staff are owned by Arh herself, and not up for sale. They help keep the park running smoothly, and there are even a couple switches in the mix: Harper for example!
