Do 10 seconds of research and you will learn that filler refers to ANY content in an adaption that is not in the original source material. It has nothing to do with if the content is good, bad, or "supplemental". None of that matters.

When Brook said he recalled a rookie name Roger, he was probably being truthful. Remember Brook is fucking old. Like, over 80 years old. When the Rumbar pirates were active, Roger was indeed a rookie (just like Brook was). This also means Brook has never heard of the One Piece, the pirate era brought about by the One Piece, the Emperors or Warlords, or literally anything else that had happened in the past 50 years he was alone and stranded in the Florian triangle. He's basically a human time capsule lol.

No it's filler, especially 406 & 407 which have nothing to do with one piece aside from having the main cast. the anime is an adaptation, so anything in the anime that's not in the manga is filler.

Except for the literal repetition of scenes, filler does not exist unless you are trying to solely match the manga. One Piece anime is supplemental, not an adaptation. As such, what people call filler is actually there to improve the watch experience.

You should def 402-405 in a batch, idk if the Arc list you use says it since it groups this as the "Summit War" but there are a couple sub arcs in that group and 405 is the last ep of this Arc
