Well, they aren't saying that the Heroic Spirits didn't exist in the past of this world, they're just covering the bases that stuff like Sasaki Kojiro is out there.

Mana and Od are the two types of Magical Energy (The fifth imaginary element, also known as Ether). The first called the Greater Source (Mana) and the later called the Lesser Source (Od). The Mana is the Magical Energy in the enviroment, generated by the Planet. As long as it have life, the Mana will not deplet. The Od is the Magical Energy generated by living beings, humans in this case. Magi can make use of both of this sources of Magical Energy in order to do Magecraft. Normally they will use more the Greater Source since is far superior to the Od a Magus can generate. 3. Fictional Heroes. In Prillya there is not any difference in what are Heroic Spirit compared to other entries. In every universe there are real heroes that existed in the world and fictional heroes that manifested and reached the Throne of Heroes through recognition of humanity. What Ruby said is just that there can be real people or fictional people (Pope Johanna, Nemo, Nursery Rhyme, etc). Remember, the Throne of Heroes is outside Space and Time. So it's not that every world have his unique Throne. There is just one Throne for all the multiverse. So the Throne in Fate/stay night, Fate/Zero, Fate/Apocrypha, Fate/Grand Order and Fate/Kaleid is the same. Next chapter is funny. Looking forward to it.
