So I don't think Gilgamesh have enough Magical Energy to summon more Servants. The thing is, Gilgamesh actually summoned 8 Servants in total. Don't worry, this is not spoiler, at this point in the game you already know that, is just that the anime decided to skip this information for some reason. So he Summoned: Caster: Merlin Rider: Ushiwakamaru Lancer: Benkei Lancer: Leonidas Assassin: Fuma Kotaro Berserker: Ibaraki-Douji Archer: Tomoe Gozen Ruler: Amakusa Shirou Half of this Servants have already been defeated by the time Chaldea arrives at the Singularity. So basically Gilgamesh pretty much have been maintaining the front line with his Servants and the Dingir (the canons that fire his weapons). He is not in the state to summon more Servants.
