This was explained in Owari s2 (not specifically that that's why she knew Seishirou's name, but that she has the qualities of all oddities in the town.) Fundamentally, she is the manifestation of Araragi's desire to criticise himself, but the mechanical explanation for how she appeared is that she came from the energy of the first kin when Shinobu ate him. (It's the same thing as how Black Hanekawa came to be originally through the curse cat oddity. The curse cat was an oddity separate from Hanekawa, but it provided the mechanical reason for her to basically "create" her own oddity, that is Black Hanekawa. In the same way, through Seishirou's energy Shinobu ate, Araragi manifested his own oddity, Oshino Ougi.) When you talk like "So this is confirmation that she is Araragi's other side" it makes me wonder what you mean. You ARE specifically talking about the mirror world when you say that right? Because the fact that she is his dark side, his other side, was like literally the whole point of the climax of Ougi Dark, so that should be obvious. Like that is literally what Ougi Dark established, that was the huge reveal in that arc. It WAS confirmed in Ougi Dark. The only mystery in this arc has been whether that means that his mirror world self would be Ougi then. Logic-wise it makes sense to all the characters because they all know she IS his other side (Ougi is EXACTLY the same type of oddity to Araragi as Black Hanekawa is to Hanekawa), but it doesn't seem to fully match the characters' descriptions of who the "Araragi Koyomi" they say they know is (stealing panties, grabbing boobs and being super nice to Oikura aren't really traits one would associate with Ougi in particular). That's where the mystery comes from concerning Ougi this arc.
