In terms of psychology. Giving their siblings of their mothers similar education would also give them better bonding because of how older siblings usually help the younger siblings. Similar to real life for those of us who have had siblings help with homework and studying or those of us who are the older siblings. This should be a cultural thing that Chelsea needs to implant into their psych ASAP while she is putting her babies in them. A culture that would put them above the regular immigration flow once the city gets made. Possibly. There should also be a cultural thing where the mothers do not show favoritism towards her child as a way to help bond the siblings. Resentment would only build with the seeds of the foundation if there was favoritism towards that one ('or more') child.
