I liked Jessica as a puppy girl, but you can see for yourself what's going on, so Chloe should be turned into a table or a coat rack. Chloe has an awfully big purse, what does she have in it? A camera, even a professional one, should not be that big, maybe she wants to set up some kind of eavesdropping mentioned by @Larry_W on Pg4. From what she said, if she hadn't taken a picture of Gabby, it wouldn't have come out that she was there, and Emma would have continued to wonder who planted the note? Unless she would have guessed otherwise!
