The agreement being that Millie will "show" to Loona what love is, by letting her sit and watch as she makes love to her husband. Everything that happened after was a surprise to all involved, but a pleasant one.
Since the initial idea was to help Loona out of her funk, naturally it wouldn't occur to Millie and Moxxie to then ask Loona to continue these escapades. She's their boss's daughter, after all. How could they possibly keep up this sort of thing?

First, I want to apologize for my earlier harsh words. I am a discerning reader as well as viewer and such art works with idea worth pondering are not easy to discover. Artworks that are beliveable, that something like this could actually happen. And second, I understand now that the watching was meant as a "the one-time thing" and the rest was a storm of emotions (like when a gay man passionately kisses a woman, I would say). That explains the sobering up in the morning, but I think the second attempt gives Loona hope that M&M are at least minimally interested in a relationship, employer's daughter or not. Just so it doesn't turn into "friends with benefits" relationship.
