To read the japanese texts, I believe Crunchyroll (if thats where you’re watching it) has a choice (Subtitles) which will give the english translation of the japanese texts without give you subtitles for the entire audio/dialogue of the show (Subtitles [CC] is what enables that) at least thats how it works for me.

To answer your question, bike guy's name is "Mumen Rider" (Mumen pronounce "moo-men") which is a gag in japanese. Rider being a reference to the famous long running japanese super heroes (Super Sentai) "Kamen Riders" (They're basically the precursors to the Power Rangers and the inspiration for the Ginyu Force's poses in Dragon Ball) While "Mumen" means "Unlicensed/License-Less" which is why he rides a bike everywhere (No driver's license).

Mumen Rider is undoubtably the truest of the heroes - other Class-C heroes fled the area, but he proceeded into danger with no powers, just an iron will. He stood face-to-face with a Demon-Class monster, not because he thought he could win, but because he knew he had to at least try to protect the people. He may not be strong, but he's a real one.

(36:12) S Class Rank 12 - Watchdog Man: His design may be a reference to Hachikō, a Japanese Akita dog remembered for his incredible loyalty and was honored by getting a statue created in memorial of him in Shibuya, Tokyo. (36:17) S Class Rank 11 - Superalloy Blackluster (some translations call him Superalloy Darkshine: Not much extra stuff I can give on him that won't be revealed in later seasons. (36:20) S Class Rank 10 - Pig God: Has an urban legend surround him claiming he once ate 50 seafolk during their invasion. The Hero Association gave him his name after hearing him described as something of a "vindictive god". (36:24) S Class Rank 9 - Drive Knight: Chose his own hero name. It's unknown whether he's a cyborg or a true robot. Whatever the case, he's capable of eating noodles through his mask. (36:26) S Class Rank 8 - Zombieman: A rumor suggests he may be the "weakest" of the S Class heroes. Likes coffee with a lot of sugar (over 7 cubes), prefers boxers to briefs, and isn't good at swimming. Not that anyone cares, but he's my favorite S Class hero. (36:32) S Class Rank 7 - King: Hates crowds and noisy environments. Spends his free time fortifying his body and soul while training. Holds a great number of alleged feats that describe him doing things such as traveling into the past to destroy meteors heading toward Earth and using the moon as a sandbag for training. (36:36) S Class Rank 6 - Metal Knight (real name Dr. Bofoi, absent from the S Class meeting): Said to possess at least 100 different combat robots. Asked to be named Metal Knight after reasoning that his robots silently engage in "peace activities" the same way a knight does. (36:38) S Class Rank 5 - Child Emperor (real name Isamu): Has a job as a teacher and helps students after school. Very popular among his classmates and tends to get invitations to Christmas parties. Yea I hate that they don’t add the subtitles for on screen Japanese text, but I think Hunter x Hunter when I used to watch dub used to put English translation for all things shown

I know there’s no sub caption for context in dub when Puri Puri Prisoner saw the newspaper of his face it said something like β€œClass S failure.” The letter that Saitama read said β€œcheater”
