Jimmy could've left well enough alone and just served his 1 year suspension but NOOOO he had to go and sabotage his brother again out of spite because his partner actually acknowledged that they did him dirty. And that caused his brother to completely spiral. Jimmy is not a victim. And he let Howard blame himself!

Forced to retire when he was finally ready to go back while Jimmy just got a slap on the wrist and would be back in one year? From Chuck’s perspective, along with the psychosomatic pain…that drove him to suicide. Howard saying so was the writers’ way of confirming it to the audience.
