A fun interpretation of this is that the dragon slayer was the one freeing them instead of the dragon breaking free... Maybe they saw the potential and... uh... yeah.

She was determined to kill this monster. Chained by the neck and always sleeping, she had to be destroyed. Wingless dragons are thought to be harmless but that couldn't be further from the truth. What they lack in body size they compensate with their intelligence. Wings are not necessary when you understand your main enemy better than themselves.
This is why she had to kill it.
During the light of day, when security is low, she unlocked the gates of it's cell quietly. The beast flicked an ear, could she have heard? ... No, impossible, a dragon's sleep is only as deep as their burrows. She was following her instincts to be quiet and cautious. There was nothing to be afraid of...
She approached the beast, sword in hand, ready to go for the neck. Her blade raised to point at the sun, beyond the brick ceiling. One big breath in, filling her lungs until her plated vest rattled by the pressure. And then...!
The beast opened her eyes...
