Your a little bit confused on reishi. The quincy are controlling the atmosphere, buildings, or anything else that is comprised of reishi. The shinigami use their power from reiryoku which is inside of them. They still have full access to their powers. But their movement have been restricted because the reishi in the air is what allows them to fly and use shunpo. Reshi= What everything is made of. All spiritual matter Reiryoku= Spiritual potential. How much power you have inside of you Reiastu= How much of your Reiryoku that you exerts out of your body at once and how much of your power can be sensed by others
