For the Sri Lanka question, if anyone is interested Joseph Mossad has an interesting take looking at a similar intersection of LGBT rights and postcolonialism in the Middle East. For him the main source of homophobia and homophobic attacks is the 'gay international' forcing a western sexual typology on a region where it historically didn't exist, thus causing a violent reaction towards anyone who engages with same-sex activity regardless of whether they take these identities or not. This is quite problematic, however, as the Lebanese activist Rayyan Al-Shawaf points out this removes the blame from the state in creating or recreating homophobia and seems to have the subtext of praising a system which forces people underground and forbids same-sex partnering. A very similar discussion was seen in India after the repealing of section 377 where conservatives were very quick to paint homosexuality as against Indian-ness (particularly the BJP, but also a few Muslim groups). I am semi-engaged in these questions as a Muslim, but this is strongly limited by the fact that I am a European one so these postcolonial questions aren't as strong. What I would say is important is understanding how to draw a line between allowing lgbt or queer rights that doesn't flare up civilising or neo-imperialist images for the conservatives. Maybe for people in the West it's useful to contexualise how we see sexuality and gender identities as social interpretations of a legitimate essence, rather than conflating that with the essence itself. I, admittedly, am not sure how would be best to do this. With sexuality, it's easier as you can put the focus on individual freedom or by placing emphasis on the relationships or actions rather than self-hood. I really don't know how this would be done when it comes to trans topics though, as identity is such a cornerstone of arguing validity.
