She spotted Oguri on the Chukyo Hai on October 14, 1987, roughly 2 weeks before the deadline to register for the classic triple crown at the end of October. This is the reason why she immediately made the transfer offer and was very persistent. She wanted Oguri to move to the Nationals before the deadline. That's also why she got mad at Jones when he started stalling the decision. She realized that Oguri would miss out on the once-in-a-lifetime chance to participate in the prestigious classic triple crown, since she would already be too old to enter next year. She also knew how bad this would be for Oguri's racing career in the Nationals. She really meant it when she said “What's best for her.” There's some complicated storytelling on some deeper levels here, but it all makes sense in the end.

Her opinion of Oguri's abilities is quite high, and the Emperor wouldn't go through the trouble of personally spotting a slightly above-average Umamusume for the Nationals. Rudolph's reaction is because she doesn't like Oguri's attitude. Apart from her potential, Oguri is just a nobody in the Nationals who marches into the Emperor's office on the first day and demands to put herself above an established system to which even the Emperor must submit.
