The Imaginary Element School District is the creation of a seperate realm formed by the energy of AIM diffusion fields of all the espers in the city. To give a little perspective, think of the Sanctuary from Re:Zero. Ryuzu was used as the core to activate the barrier, right? In a slightly similar scenario, the presence of thousands of espers (or thousands of Ryuzu's) created a barrier bubble around Academy City. The Imaginary Number School District is mysterious and cannot really be observed by people.. and with the overwhelming number of espers emitting AIM there's no telling how stable this imaginary realm even is. It could destroy all of Academy City for all we know. So, giving the Imaginary Number School District a human form, a key, makes it easy to control. Now what does this mean? This Imaginary Number School District is created from science, right? Its a formed barrier or "Artificial Heaven" that covers the city right? How will that affect the Magic Side? We've created a barrier around the city formed by the AIM field of espers and we've seen what happens when an esper tries to use magic. Could this be a massive behind the scenes plot to destroy the magic side that's been in the making all this time? A barrier that prevents any sorceror from using magic or suffer intense consequences. Tsuchimikado then thinks back to the remaining Misaka Network still alive - a 10,000 network of espers. He mentions his doubts about it and comes to a cold conclusion. What if the purpose of the Misaka clones was to have thousands of espers sent all around the globe. Meaning the Level 6 project was a lie and was never the true intent of the clone's creation. The Level 6 project and Touma taking it down was a long designed plan to have a suitable excuse to send espers all around the globe that wouldn't stir suspicion from organizations of the Magic Side. Cos the remaining 10,000 clones have been taken to research facilities all around the world to have their hormones re-adjusted riiiight? So if espers are being sent around the globe, and the Imaginary Number School District's function with the stabilized key is completed.. that would spell doom for all sorcerors on a global scale. At the end Tsuchimikado ends his thoughts with something along the lines of "this may or may not be what's going on and only speculation," only Aleister knows and there's no way he'd answer if questioned about this theory. He'd most likely just smile and play dumb that he doesn't know what he's talking about. Mysteries......
