It seems that a non-delivered postcard is touring Team Rocket headquarters in Kanto... It looks like that this "rocket" is quite overflowed, among other large and wet things you would see there xD

XD tbf you wouldn't be blamed for saying that this could actually be a possible realistic scenario if the show was taking place in a more adult setting. in the show they try to climb the ranks and they're kissing up to giovanni whenever they are talking to him but constantly fail their duties. This could be Jessie's alternative plan HaHa xD
