Crime Gang Captures CPD Affiliate

Not only that but the chance of Black Faction paying one of their associates to deal with them looms.
"Catch any CPD affiliates and bring them in. Ill pay you $50k per head"
At first the crime gangs started trying to capture CPD combat units.
When they finally get one and take her in they are normally a few members short of their party and then they are just turned away "Affiliates, we can't get information out of combat units"
