As I recall, in original timeline, Amelia was already dead, and Voldemort always had strategic initiative. However, now Amelia is alive, and boosted by Harry's magic. Greengrass family is fully invested into Harry's faction. Plus, majority of original Death Eaters inner circle is dead. The new ones have numbers, but not political skills and wealth. In addition, Harry can call reinforcements from France through Apolline. Pure-blood faction lacks numbers. Hence, Voldemort uses Fear as control method. While Fear is powerful, Fear also lacks true motivation. Those who follow out of fear run first. For example, Narcissa betrayed Voldemort despite her Fear in original timeline. Hence, in a way, Voldemort did a huge favour to Harry. Before, people read about Voldemort in Daily Prophet. But they never saw him themselves . Now, clear division is established. Now, people have no choice but to choose the side. Basically, it is open war now. Voldemort's true strength is in operating from the shadows like in original timeline. Now, Amelia can request help from France officially. Normally, such request is rejected. However, thanks to Apolline, French will bring necessary numbers to Harry's side. The same Fear will push the public to accept French help.
