The thing about the 19 kings was explained back in Sabaody when the first Celestial Dragons were introduced. Though I think this is the first time it's mentioned that the Nefeltari family was the 20th kingdom. Also Celestial Dragon only refers to the 19 kings who left, so Vivi wouldn't be considered one.
