Since it's any kind of water, and more importantly about how submerged the user is, Luffy can splash himself with it no issues, same for showers and rain. And according to a previous SBS i forwarded a while ago, Df users suffer lessened effects when half their body is under. Fully submerged is KO tho. Basically, the amount of body submerged is the key difference.

The treehouse is a kid's dream for sure. What kills me most is Dadan caring about them and looking out for them. When she notices Luffy is not well covered, it literally breaks my heart❤️😭cuz these devils reward her in the funniest way possible That dream sequence is also hilarious
