She saw how easy it was for Brooke to be a mother because it's not that hard to open your heart and love a child. Sam also didn't sugarcoat how Victoria was and i think her hearing it from an outsider and a child made her realize more and that's why she was trying to redeem herself with sam. Also I think Victoria realized Brooke was making the same mistake she did; which is putting clothes and a company over happiness and love cuz it only made her mother alone and Brooke also explained that she felt alone despite her having workers and money, which is why she came back to tree hill. Victoria doesn't want her to make the same mistakes she did.
