The thing Corpse God said in e11 was, he released most of the souls he contracted in his world, but some remained on retainer. He hasn’t yet summoned them to interact/chat because he felt guilty for becoming public enemy number 1. The only known ‘face’ implied to be among that number is the royalty who was probably chill with having been killed by him (under unknown circumstances, likely tied to the fall of the empire).

If you watch Baccano, this is one of the few anime where watching the dub is a must!

I think in the previous episode his master was explaining that she already evacuated the rest of their friends to the tree girl and they should be getting ready to go instead of dying for doomed empire. So when she was talking about 100 years ago, it sounds like present time, presumably after the Corpse God became infamous and "died".
