Most of the time it is emotional connection but a lot of it comes down to strong stimulation from that certain person. He can't just up and create every person that has died in the city and have them come back. It is going to come down to the spirits that immediately die and he can transform into to make a body for them or its the few very deeply connected people that have been following fushi as a spirit instead of choosing to go to paradise of the afterlife. We have seen the certain few who have chosen to stay and watch over fushi as spirits instead of going to paradise. Not everyone is a spirit alongside fushi that fushi can turn into. Like the old man for instance is someone fushi was connected to and can turn into but he went to paradise instead of being with fushi as a spirit.
