Nope, they do, I lived in Japan for 3 months and the first time arrived there it took me only 2 hours for my body to heat up because of the cold after getting drenched in the rain from Haneda airport to my stay. Also, that's why Japan is so popular with wearing masks even before Covid strikes because the common cold spreads like wildfire there.
