I feel like if he didn't she'd die in the past due to how dangerous these gangs are getting and because takemitchy is more known now these other guys might go after her before Kisaki even gets to and if she dies in the past that's just takemitchy taking a fat L there's no fixing that.

Pretty sure it's just cause the dad told him to in both timelines. I agree with your first theory that the events happened even with Takemitchy not there involved the first time, he just isn't having enough of an impact right now for things to go COMPLETELY differently. He also said that the sister would have got Taiju if it wasn't for takemitchy's yell, so my guess is taiju died right then and there without Takemitchy.

Kisaki realizes Hawkeye going to kill his brother is a big W for Toman, they get to get rid of an enemy in his brother and get an insider (Hawkeye) to take over Black Dragon so they can later merge. He sees Mitch trying to stop it, he makes sure Mitch can't. He doesn't necessarily need to be from the future.

Second off, I can't 100% co-sign Dnasty's conclusion that everything is happening as planned - remember Mitch already changed the past, Draken wasn't supposed to live he was supposed to die, Kazutora was supposed to die, he lived. So he is changing things. I agree with Lee’s take.
