I think the show is purposely doing this to later reveal Mark was indeed wrong. Mark coulda killed Cecil and Destroyed the entire pentagon took darkwing and locked him in a cage which by the way is what he wanted to do and they would still defend mark. Jerry is one of those people that A. never admits when he's wrong and B. has to support the main guy no matter what.

Shit like this is why I chose Team Cap over the Sokovia Accords and the Registration Act in the comics for Civil War. I’m not trusting the U.S. government when they’ve been doing messed up shady shit from the jump and use people with powers to their own advantage and make them expendable whenever they choose. In this case, Cecil and the government were already trying to find a way to kill Omni-Man long before he did what he did anyways.
