Yes and no. The valyians you see are every day valyians, targaryens are one of 20 old Valaria houses. The only pure blood line that could control dragons from Valyria that survived. So the Targaryens are the "most pure blood" valyrian and only the "pure blood" is supposed to be able to control dragons. Though we know this is not the entire case obviously, it's what they would have believed at the start of S2.
