As for the comic idea I would ask would are the limits like is it just between these two or can we suggest another character to get involved? Like I see people adding medusa but what about other interns or aged up power puffs girls being included? Do the intern have to be involved or is it just Bellum forced?

Ms. Bellum and the intern go on vacation together and shenanigans ensue. The intern becomes "Mayor for a Day" and Ms Bellum becomes our assistant, and consults and comforts us as we navigate the dangers and doldrums of being in charge of Townsville.

Oooooooh or she takes him on a date to rile him ip and he jumps her. This way gives you creative freedom of when and where this stuff happens like at a villain fight or in the break room.
