The cheese man was there as the one nonsensical thing in our dreams that makes no sense. Buffy leaves Dawn with Spike. She INSTINCTIVELY trusts him especially and even though given what happened last episode. Willow once again goes dark this episode resorting to "darkest magicks" for help. This is a callback to "Something Blue" and definitely her character. Willow is vindictive at her core. From the first season when "del" means deliver. Such a great episode.

His presence was meant to be absurd and unexpected, prompting viewers like yourself to react with a 'WTF' kind of response. Joss Whedon clarifies this in the DVD commentaries for that episode.
