To answer some questions: After the MGM film came out in 1939, Disney bought the rights to the L. Frank Baum books (except for two). He had planned first to make an animated film using elements from the books, then later a live-action film using the Mousketeers as the actors (what little remains of this project makes me glad it never happened). Return to Oz was the Disney company's last ditch effort to produce something before the rights on those books ran out. It uses elements from the second and third books in the series. The Tin Woodman, Scarecrow, and Lion that you didn't like were actually based on the original illustrations from the books. Likewise, they went back to the books for Dorothy, who was a little girl, as opposed to the 16-year-old Judy Garland. The creators took a very serious approach to this movie and, although the Baum books can be quite dark, the film is much darker. I'm guessing they were trying to make it seem as far from the MGM film as possible.
