It was WB trying to get on the toys-with-games racket of buying a Lego set and then you get to play as that character in the game. They would do level expansions of different movies and shows so you could be Batman and Homer running around the Back to the Future set. They sadly stopped making expansions pretty quick but the actual game was a lot of fun.
