They are created by torture and most of them die trying to be turned into one. Which is probably why he has a metal arm. Azula and Zuko are child soldiers raised and groomed by their father to be rulers., to be obeyed.. They really dont have any peers their father is a dictator and the fire nation is all about who is stronger hence the agni ki's. If there mother were still around they would probably have been socialized and would know those kids.
