He needed to focus on his wrists. So that's exactly what he did. The captor was doing his thing, until he saw what the officer is trying to do. So he just decided to kick the chair that the officer was tied to, tipping the them over.
It was a helpless and vulnerable feeling, having no control of the fall, or being able to brace himself. The captor thought by tipping the cop over, it would make it harder for him to get out, and giving him a bit more time to finish his job.
The fall was violent, but the officer survived, maybe some future bruises, but he didn't care, he wanted out. So he continued his wriggling with his nimble fingers trying to get to the knots on his wrists, little did he know that the captor had expertly kept all the knots away from the prying fingers.
