I feel like this is a product of the Thalmor HQ. I originally placed Sonna in there and I couldn't interact with her. Here's what you need to do: 1) Open the console. 2) Click on Baem Yee and type moveto a2c94. 3) Close the console. 4) Go outside of the HQ. 4) Open the console. 5) Type moveto player. 6) Close console. She should appear next to you and be able to be interacted with.
