The Chroma Conclave wants to use Tal'dorei as their springboard to take over the entire world for dragonkind, with themselves as the main rulers.
But, aside from Emon being the capital of the Tal'dorei empire and therefore a logical choice to start a hostile takeover, Thordak has a personal grudge against two of its council members.
It's not seen in the animation, but in the campaign Thordak ordered Vorugal to specifically destroy Allura's tower in the Cloud District.
He definitely holds a grudge for the role she and Kima played in locking him away in the fire plane.
The flying fire snakes were called "Fire Gilas" on the concept art they showed on the watch party the cast and crew did for these episodes. They are not the only creatures or people that live on the fire plane, but they happened to be the closest when the rift was torn open.
(Well, that, and the animators wisely decided that it would be a bit too difficult animating a bunch of different fire elementals and creatures with the time they had available.)
It's not specifically mentioned in the animation, because they keep the magic a bit more loosey-goosey (to its benefit), but in the campaign Keyleth is a circle of the moon druid (as opposed to circle of the stars, land or spores etc), and they get access to elemental shapes as they level up, not just animal shapes like other circles.
That's what we saw here. By mastering fire, Keyleth can now shapeshift into a fire elemental.
And in addition, the parallels to Avatar the Last Airbender are very much intentional. Marisha (and the rest of the cast) are big Avatar fans, and both Keyleth and the ashari tribes are a homage to Avatar.
Getting the VA for Korra to play Keyleth's mom was a happy day for them. :)
