New FilterBlade Feature: Public Presets

These are modular changes, that you can build your filter-save with on filterblade. But wait there's more.
- Every time you load your save, it grabs the latest version of the preset
- They are superb to build modular filters
- Presets can be shared with other users
- Presets have a tag/category system
- Presets have a bit of a leaderboard on filterblade
- You can remove/add presets at any time
- I also accidently pushed the Azurite filter that I initially planned for 3.15.
You can create your own presets on the save/load screen.
More features are coming over the next days.
