What area to add quests first?

We are working on small side quests and simple interactions to make the world more alive. This first iteration of content won't have voice acting because usually, that's something that slows us down a little since it requires the budget and the time to split all the lines.
And on that matter, I was wondering if you would rather see us adding more interactions for Kalyskah to be able to do at her temple, or if we should fill some of the camps and the port outside of the temple with NPCs for you to meet as you explore the world.
Both will happen eventually, this is just a matter on which we will focus first. I can see the pros and cons of each option, but it boils down to: Keeping all the content in a smaller area so it's all easier to find, or providing more opportunities for exploration by spreading small chunks of things to do around the map.

The landscape won't change, just the vegetation. But that's in the future, once we completely migrate to Unreal 5
