If she is before 1, I could see it as a disguise. She's undercover as a future Time Lord called The Doctor not knowing that's her future. It's a bit silly but could be fun. Also, I thought she just didn't like the Sonic not that she didn't know what it was. If she is legit The Doctor, I hope she's after 1. I'll take the alternate 3. Could explain alternate 9 from Shalka.

the question with the fugitive doctor is where does she fit?it has to be somewhere before the sonic screwdriver because she didnt know wat it was. the second thing is since she also has a police box tardis it has to be after the 1st right? thats what u may think, let me tell u wat some people's theories are on this so be perpared for a long comment to read. 1st theory, after the war games before the 2nd doctor gets exilded to earth, the doctor was confronted by watever this division is to do work for them. The 2nd still gets forced to regenerate becomes 3rd doctor but instead of being Jon Pertwee, the 3rd is the fugitive doctor. sometime after working there for however long she decides she had enough and the event of fugitive of the judoon happens. after this even at somepoint she ends up getting captured her memories erased again , forced to regenerate and then the exiled on earth story beigins. The reason this theory can work is because we never see the 2nd doctor regenerate into the 3rd, the only thing that is amiss is the 3rd doctor falling out of the tardis with the 2nds clothes on. the 2nd theory people have is this, as the timeless child they continued their work in this division, and chose the name The Doctor. eventually the child all grown up regenerated into the fugitive doctor that whole event of her escaping happened, but was eventually caught . this part gets complicated in the theory. The division regress this doctor into a child again and erases her memories and takes the tardis and turns it back into a tardis with no features, just that shape we saw in name of the doctor , thats when the story of the child that becomes the first doctor starts. Then for some reason he chooses the name the doctor, maybe it was just meant to be. ok so wat do u think, if one of these theories has to be real which one do u prefer to lessen the salt.
