The Doctor is just trying to show Susan that he trusts her judgement in some capacity after realizing he shouldn't just steamroll her all the time.

2020-05-26 14:18:16 +0000 UTCOn the Dalek timeline, the ones here would be descended from the Daleks directly created by Davros while it is theorized that the the ones in the first Dalek serial are Kaleds( Davros' race) that naturally evolved into Daleks on Skaro and began using leftover primitive Dalek technology, explaining their more limited casings, slightly less aggressive ethno-nationalism, and lack of knowledge of both the Doctor and interstellar travel. This makes sense because Davros' research led him to believe that the Kaleds would eventually mutate into Daleks due to the irradiated Skaro after the Kaled-Thal War, which is why he created Daleks himself in Genesis. Ultimately the Kaleds would mutate into more natural Daleks in the end anyway and be confined to their city on Skaro, later to be absorbed into or exterminated by the Dalek Empire run by Davros' Daleks
