I'm in Shawano county, kinda near Wittenberg. I thought about tilling my garden as well. It's still a bit wet though. At least here it is, though we had little for snow this year. Pretty sure some thing can be put in like beets and carrots. Both handle colder ground. Other things need a ground temp of 60 degrees and up. I am already digging parsnips. They reseeded themselves for the past 12 years or so. Tops are already green. Earliest ever for this place.

Thinking about roto tilling my garden already. How far North are you? Ashland area here.

It's still March here in northern Wisconsin, but the frost is almost out of the ground. I have been able to dig parsnips. They are one veg you can plant once or twice, and then they reseed themselves. The tops are just visible now as green. I planted them about 12 years ago, initially.
