That's called an odd-leg divider. I believe Starrett sells one. That particular one was a gift so I don't know where it's from. They're harder to find these days because they've been replaced by digital scribing callipers like this: https://www.tequipment.net/Mitutoyo/573-Scribing-Caliper/Digital-Calipers/ I'm actually thinking of getting one because the odd-leg is nice but tricky to set accurately.
