The Man God told him going to the school would lead to him fixing his problem, but he doesn't know about Sylphie yet. So feeling them up a bit, while being really fucked up and not good, is slightly more understandable from the perspective of him just testing if that would do anything. The Doldia girls are actually kinda shocked and annoyed because Rudy didn't get turned on from touching them. Also the beast people are the type to follow strength, so them being beaten by Rudy made him the boss in their eyes.
